He emphasized that if Tianjin want to grasp the chances to realize the Striding-cross development in the new century, it must hold the policy of Door-opening to import more capital and technology. The whole economy will be able to jump on a new level.

To speed the development in new century, the government must free its thinking and open its view to widen the opening in a higher level and wider field. He also said that the Tianjin opening situation is very good in overview. Through this activity and contacts with our friends, the government has felt the pressure of raising the opening level. Tianjin should actively adapt itself into the tendency of economic globalization and the situation of China entering WTO. Tianjin will focus on upgrading the level international exchanging, aggressively join into the international competition and cooperation, play advantages and use the more powerful implements to speed the steps toward world. The government will continually keep the direction in opening, technology and service, and speed the adoption with the world to make Tainjin be more opening, have higher science & technology and provide more detailed services.

As referring the investing environment of Tianjin, he said the situation has been greatly changed and Tianjin has been the one of the cities with the best conditions in north China. Now the government is being reformed to change its working ways and to be more efficient. The investment environment, which is according to the international rules, is being set up with raising services quality and standards. The whole service function of Tianjin will be improved for investors selecting Tianjin, which is also going towards the world more quickly.
